Retell hosted Twilio were down for 9 hours between 05/06/2024 1AM to 05/06/2024 10am

Dashboard, APIs, Webcall, custom LLM and custom Twilio were not affected.

This outage happened as we upgraded all of our APIs but not Twilio's webhook was mistakenly excluded from the rest. Our auto tester did not catch the error since it is web call only. We will add Twilio to our autotest pipeline to prevent future incidents like this.
